Can I wear them instead of a wetsuit?
In warm water, yes, usually paired with a rash vest. In cold water they are not a substitute, because your core needs the insulation more than your legs do. Think of them as extending your options rather than replacing a suit.
How should neoprene leggings fit?
Close and smooth against the skin with no bagging behind the knee. Loose neoprene lets water move through and rubs as you kick. They should feel snug when dry and comfortable once you are in the water.
Can I wear leggings under a wetsuit?
Yes, as an extra thermal layer for cold days, as long as the wetsuit is not so tight that adding a layer restricts your movement. A close, thin legging works best for this, since bulk under a suit causes bunching.
