Will a one piece stay on in waves?

A surf-oriented one piece is designed to. Look for a higher back, secure or crossed straps and a snug fit through the body. Fashion-cut swimsuits with loose straps and low backs will shift in anything more than gentle water.

How should a swimsuit fit?

Snug enough that it does not move when you pull at the shoulders or the leg openings, but without digging in or pulling at the shoulders when you raise your arms. Remember that most swim fabrics relax very slightly once wet.
